Business as usual at the weekly BOCC meeting

$1,064,617 for the county and change, a set of bills requested by County Clerk Mike Rosedale and approved at Tuesday’s Bonner County Commissioners’ weekly business meeting along with an additional $24,676.74 for the county’s EMS.

Commissioners approved a consent agenda that includes liquor licenses for a Little Hysel service station in Clark Fork. Eichardt’s Pub Grill & Coffee, Bluebird Bakery, Uttara Brewing Company and Curry House in Sand Point; Captn’s Table in Sagle, and Sandpoint Lodge 1376 BPOE and Elks Golf Course in Ponderay. It also included a plat approval for Bartlett Farms and a receipt for more than $5,000 for roads and bridges.

Court Clerk Supervisor Nancy Twyneham submitted a memo regarding year-end accruals for the self-insured medical fund. Her request was to use $906,00 in ARPA funds to offset the deficit and bring the bill into a positive balance. The request is accepted.

Twineham’s request to take $23,000 from the actual fund was approved as the county entered into a lease for a new tractor to be used at the fair. These funds help pay for the lease.

Mike Bolling, GIS, asked commissioners to sign a memorandum of understanding with the city of Sand Point regarding street speech.

“Right now, we’re in a hybrid model where you do some work and we do some work, and that transfers all the work to us,” Bolling said. “And we get the full address fee.”

Jeff Connolly thanked Bolling for his work on the project.

“This hybrid has worked, but I think this one would be better to find a proper address in the city of Sand Point,” Connolly said.

MOU approved.

It was a topic presented by Jason Topp, director of roads and bridges for Granite North Frontage, Vintage and Mineral Ridge roads. He told officials the county has agreed with the Idaho Department of Transportation to take over maintenance of those roads after Highway 95 is widened to four lanes. He said taking this would include the bike path, some of which is paved and gravel. The commissioners agreed to take these roads to the county.

Business Operations Manager Jesse Reinbold requested and received permission to sign an engagement/engagement letter for the external audit of the accounting firm Hayden Ross. She said the cost of the audit will be $55,000, up $4,000 from last year.

And finally, before the officials could discuss property division in Priest River, Connolly recused himself as his brother owned the land in question. Jacob Gabel, director of planning and zoning, told the commissioners before them about the decision to vacate the property. He said this could have a negative impact on unzoned property, so they would have 182 days to submit a proposal under state law. The decision was approved.
