South Congaree, SC (WIS) – A South Conagare landlord under investigation was arrested Tuesday for allegedly renting a mobile home at a park that will close in two months.
Landlord Naomi Halter faces a misdemeanor charge of operating without a business license.
On Tuesday morning, a Lexington County judge granted her a personal recognizance bond, allowing her to keep her court terms without posting any money.
The city of South Congare pulled her business licenses last August and an appeal was unsuccessful in November.
Rejecting the appeal, South Congare City Council initiated statutory eviction proceedings against residents of four affected parks.
This includes the parks at Sana Club, Cactus Court, Genesis Club and Sierra Club. However, the House voted to delay this process.
City ordinance requires the landlord to notify all residents to vacate the property 30 days after the appeal hearing. However, the House voted to delay the implementation of the ordinance until January 31, 2023.
This means park residents have until March 2, 2023 to vacate.
Halter’s arrest warrant runs from Dec. 14, 2022, to Jan. 1, 2023, for renting a mobile home in Sanaa Circle and charging $1,500 for a security deposit and first month’s rent.
Halter’s attorney, William Edwards, told the judge that Halter is 79 years old, in poor health and has no prior criminal record.
In addition, he said, he helped secure Halter’s surrender in prison.

WIS spoke with Edwards after the hearing and he declined to comment further.
A WIS inspection of some of Halter’s mobile homes revealed cockroaches, sewage and holes.
Some repairs were made after WIS visited the property.
A Lexington County judge has found Halter in contempt of court for allowing the cockroach case to proceed, but allowed her to continue evictions against tenants who illegally withheld rent.
Days after the WIS investigation, Halter’s home burned down. The cause of the fire is yet to be ascertained and the police department has arrested around 11 people who tried to set the fire ablaze.
